NOTICE OF SPECIAL TOWN MEETING
At the Embden Community Center
Thursday, October 15, 2026 @ 6:15 P.M.
Citizens of the Town of Embden,
This serves as the legal notice posting for a Special Town Meeting. Ballot questions are as follows:
Article 1. To see if the Town will vote to appropriate the sum of $22,000 to fund a single position appointed by the Select Board to serve as Administrative Assistant, Deputy Clerk, Deputy Treasurer, Deputy Registrar of Voters, and Deputy Tax Collector for the remainder of the town’s fiscal year ending December 31, 2026. The municipal officers shall determine the salary, hours, and working conditions of this newly created position.
Selectmen recommend from surplus if approved.
This position is intended to become a permanent 3-year appointed position for future fiscal years upon favorable vote at Embden’s Annual Town Meeting in March of 2027.
Article 2 To see if the Town will vote to authorize the Board of Selectmen, on
behalf of the Town, to join with other participating municipal and quasi-municipal
employers in a Multiple Employer Welfare Arrangement for the provision of
employee health benefits, as authorized by 24-A M.R.S.A. § 6601 et seq., said Arrangement to be known as the “Maine Municipal Employees Health Trust” (Health Trust); and for that purpose and in consideration of the mutual covenants and agreements among participating employers, to authorize the Board of Selectmen to enter into a Participation Agreement on behalf of the Town and take whatever other actions may be necessary. The authority granted herein shall continue until revoked.
Selectmen recommend.
Article 3 To see if the Town will vote to abolish the current elected status of the office of the Town Clerk/Treasurer and create in its place an appointed Town Clerk/Treasurer position to be appointed by the municipal officers effective at the March 2027 annual town meeting. The term of the appointment shall be for 3 years. The Town Clerk/Treasurer shall perform all duties and responsibilities provided for under general law. The municipal officers shall determine the salary, hours, and working conditions of the Town Clerk/Treasurer.
